I was unsure about forwarding this on here as it is a judgement call how close to an operational issue this is, but the potential effects of legislation have significant operational issues so I hope no-one objects. Also rather concerned that the mainstream media reports on the select committee inquiry have only focused on the increased penalties for child porn with almost no reference to the quite significant talk of licensing and regulating ISPs, so that many ISPs may be unaware of what has been proposed. Mailserver re-encoding of attachments valid ?

Hi All, While trying to help a customer that was having trouble receiving specific attachments through our mailserver, but which seemed to be received ok through another ISP's mailserver, I came across an interesting thing.... It turned out that the troublesome attachments were in UUENCODE format, and something about the way the customers own mailserver/client machines were set up were causing them problems... The strange thing was, that the same message sent through another well known ISP was being received, seemingly with no problems getting the attachment. A bit of investigation found that while our server was passing the UUENCODE'ed attachment through as-is, the other ISP is decoding the UUENCODE'ed attachment, and re-attaching it in the more common BASE64 Mime attachment type. Now I havn't looked through RFC's exhuastively, but I was under the impression that although mailservers are allowed to add their own Headers, etc, they must NOT alter the message body of a message. (Or at least, "Should not") Is this decoding of attachments and re-encoding/attaching them in a different format breaking the RFC's ? Just wondering... :) Regards, Simon Byrnand iGRIN Internet

RBL's used

As the amount of spam grows as the internet grows bigger, using RBL's is growing as well (to try and stop/slow the spam). I am wondering what RBL's other ISP's/Companies in NZ Use? There are quite a number (of RBL's) but a few can't be used as they still have Xtra's Network in them (for "Sueing ORBS" they say), but the best I've found so far has been http://relays.osirusoft.com. Persistent spammer 210.24.225.148

Anyone else had trouble with a very persistant spammer on adsl148.dyn225.pacific.net.sg [210.24.225.148] or nearby ip addresses belonging to the same ISP lately ? Doing dictionary attacks, and attempting connections at the rate of several hundred per minute, (up to 50 simultaneous connections at once) and still attempting the same connection rate even after being firmly 550'ed.....not funny at all. Had the same thing happen a week ago from another adsl ip address belonging to the same ISP and actually got what seemed like a positive response to abuse@ saying that they had sorted out the problem, only for it to happen again less than a week later from a slightly different ip address. Heads Up - streaming event thursday

Heads up There is a streaming event in Wgtn tomorrow, covering a presentation by the CEO of MTV-Europe, Brent Hansen. The stream will start with test pattern and "curtain opener" stuff at around 4:30pm with the main event at 5:30pm until around 8:00pm. Streams will be at 56k, 128k and 384kbps and will be on WIX coming from l1.r2.co.nz (203.118.144.36) While we don't expect the traffic volumes of the LOTR event last year, they have managed to sell some tickets and maybe someone might watch (other than us in the hall). So there appears to be some interest. We also have advanced warning of a LOTR event in mid March. I'll advise as soon as I get told something. rich

Big increase in 419 spam?

Am I just being unlucky, or are others seeing a big surge in 419 spam? Not just from Nigeria (blocked), but from freemail servers all over the place -- Europe, Asia, the US, South America etc. 419 spam accounts for the vast majority of UCE/UBE that I receive now. -- Juha Saarinen

HELP Please - Mail record resolution for fisherfunds.co.nz

Hi All, Have always been reading but never posted. Have this problem here with resolving the mail record for fisherfunds.co.nz . Tkns for any assistance in advance. I have this mail server at clients connecting via Xtra ADSL network using their default DNS servers (202.27.184.3 / 202.27.184.5) to resolve a mail record. Have tried mail / smtp / mx @fisherfunds.co.nz without any luck. I know that fisherfunds.co.nz is hosted on Xtra and uses Xtras mail servers. As I can successfully send mail to fisherfunds.co.nz from Orcon internet. So to sum it up my mail server and the target domain is both on Xtras network, but my mail server cant resolve their Mail record to deliver mail. DNS Zone Push Review

The current number of DNS Zone Pushs being executed is 2 per day (11am and 7pm). I am currently reviewing this and am proposing that the number is increased to a maximum of 6 per 24 hour period with the following timetable 3am, 7 am, 11am, 3pm, 7pm, and 11pm. As apart of the review I am seeking feedback from registrars, stakeholders and interested parties: a) If there are any reasons that should be considered that would stop this from occurring. b) If there is a lead time to update your systems to cater with such a change, and what that lead might be. c) if there is a timetable that is prefered over that proposed. When doing the review I shall be taking into account the above when deciding the Zone Push timetable and roll out schedule. (The address space will be larger, and in theory will be more hierachically allocated, but there'll still be the same people, and the same portion of them will want/need to do their own routing, etc.) I'd be happy to see IPv6 deployed to get rid of some of the worst excesses of NAT I see (particularly the "traffic in to one IP address splits off to N internal servers in difficult to keep track of fashions") but other than that I don't think it's going to solve all that much by itself. U.S. Congress and ICANN

I won't be able to get to the talk given by Vint Cerf at the National Library next week but I think there's some questions about US policy in relation to ICANN that someone should ask him. Attached find some material about the Senate Communications Subcommittee and ICANN. It seems that the US view may be that just like Iraq and its oil the Internet belongs to them and that they have the right to remove this body as they please even though other national entities have signed up to the process. Perhaps Vint could comment? [Note the reference to root name servers and DOS attacks which make this message of operational significance! (:-)] --- [Jan 15, 2003] U.S. Sen. Conrad Burns (R-Mont.) announced his top priorities for his chairmanship of the Senate Communications Subcommittee during the 108th legislative session. ICANN Reform STRENGTHENS AND SECURES THE INFRASTRUCTURE OF THE INTERNET Sen. Burns will take aim at the organization's persistent half-hearted efforts at internal reform. The lack of accountability of this quasi-governmental organization poses serious problems for American national security. The recent "denial of service" (DOS) attack on nine of the 13 Internet "root servers" in October highlights these concerns. Constitutional issues are also troubling, including whether the Commerce Department was within its rights to grant such a huge responsibility to ICANN in the first place, potentially violating the nondelegation clause [of the U.S. Constitution]. This issue demands immediate oversight. Sen. Burns will hold a hearing on ICANN Reform in the spring to address potential legislation to authorize ICANN's continued existence.

NZNOG 2003 - Final Vote Count

Three weeks ago, I asked NZNOG subscribers who expect to attend to express a preference for a conference with UniForum broadly similar to last year's on one hand, or a lower-cost gathering hosted by The University of Waikato. In counting votes, I have ignored those received from UniForum members who are not subscribed to this list. The envelope, please ... Preferring UniForum: 16 Preferring Waikato: 13 Will attend either, not worried: 6 Volunteering to help: 3 I'm inclined to conclude from this that we do not have a clear majority for either option, or more positively that we have quite a bit of interest in both. The three volunteering to help were two who favoured the UniForum option and one who would attend either. Partly for that reason, partly in the interests of getting an event under away sooner rather than later, and partly because it worked last time, I believe we should proceed with the UniForum option. It is also clear that we have significant interest in an alternative, and I believe that should be followed up, possibly for February 2004. One longer-term question would be whether 2004 could support two events, one at Waikato and another jointly with UniForum in the Wellington region. Unless I hear significant numbers of complaints soon, I'll seek to follow up who's doing what with UniForum's convenor, Roger De Salis, and those who've volunteered; and myself contact The University of Waikato with a view to working out some details for a later conference. Mailing List Software Migration

The NZNOG mailing list has run since the mid-90's (yes, it has been that long) using Majordomo list management software. The list will shortly be migrating to using the rather more current mailman v2.1 instead. The address to which mail for the list is to be sent will not change. Archive collection will continue as before, though with minor changes to the layout of the web pages generated. The process for subscribing or unsubscribing will change, and will in future use a password. These are to be generated automatically in the first case, and sent out to subscribers as the migration proceeds later today. One significant change affecting a few people is that the nznog-postonly list will cease to exist. Instead, it will be possible to subscribe an address to the main nznog list and specify that that address is not to receive mail. This is to be done automatically for the addresses now subscribed to nznog-postonly. An unfortunate result of the automatic process used is that each address will have a different initial password assigned. I suspect you'll cope. CAIDA skitter in New Zealand

Cheers everyone, this is a request for help in the interest of research / community. For the past four years the WAND network research group at the University of Waikato has been hosting the only skitter system in the South Pacific rim. http://www.caida.org/tools/measurement/skitter/ The system measures and displays a number of important network properties on a global scale and tracks changes on short, medium and long time scales. Waikato has been the beacon on the map, making sure NZ shows up on the radar screen of the Internet (research) community. The problem in running a skitter system is with the amount of traffic generated, it can easily exceed 1 GByte per day, and with traffic charging in place, this adds up to something like NZ$50,000 per annum for us. We have been coping with a mix of external and internal funding, but those sources have finally dried out. The sad result is that we had to shut down the system last week. No backup solutions so far. This note to you to explore if any of you have an idea on alternative placements, preferably with no volume charging in place at all, or, with a nominal fee. There is little chance we can keep operating a machine here in NZ if the amount of funding required is going to be substancial. Thanks. Joerg -- Joerg B. Days since I asked people who expect to attend to express a preference: 19 Preferring UniForum: 10 Preferring Waikato: 8 Will attend either, not worried: 3 Volunteering to help: 2 The University of Waikato expect an attendance from them which is about five higher if the Waikato option is chosen. Various people report that the infection can be cleared by stopping SQL server and/or rebooting -- with the obvious caveat that if it's not disconnected/firewalled from possible sources, it'll be reinfected quickly. As for "cannot be detected by traditional anti-virus scanners", that's probably a fall out of not writing anything to disk (which could be scanned), and memory protection in modern OS (which means the "memory scan" phase of DOS-based virus scanners is limited to the memory space the anti virus scanner is running in, without kernel support). Presumably a debug API or similar could be used to scan all memory, but I don't recall seeing that type of technique in (m)any anti-virus programs. Although this matter is off-topic for this list, it might pay for me to clarify matters here. InternetNZ has a clearly laid out set of procedures for reviewing policies relating to .nz administration - please see the Domain Name Commissioners website at http://www.dnc.org.nz/ for more information. Included in these is the process for determining and reviewing policies and procedures. Briefly the review process requires the establishment of a review committee whose task it is, inter alia, to carry out a process of wide public consultation. In this case, the review committee composition has been discussed with the InternetNZ Council who have delegated final membership determination to the .nz Oversight Committee. It should be noted that the notice (and accompanying press release) went out on 13 December which is, even by the relaxed NZ standards at this time of the year, a reasonable time before Christmas/New Year. The review terms of reference have yet to be decided but will be wide (see http://www.dnc.org.nz/story/30064-35-1.html) The public consultation, apart from online discussions, will involve at least one forum session of some type, probably co-incident with a broader discussion of other InternetNZ matters of public interest, to be organised late in the first half of this year. Hi all; I've been overseas for almost 5 years now, and it's time to come back home to New Zealand. I do however need a job. I've spoken to my current employer about this of course. While they acknowledge that it is technically possible for me to get a transfer to NZ, they can not see it happening in the near future. This is unfortunate, but does nothing to dampen my desire to return home. SO; If anyone out there has a position they need filled, or know of someone else who does, then can you drop me a line. My preference is for permanent work in Wellington, but I'm also happy to consider contract work and other locations. I should have mentioned its not small. The basic 2 disk machine is a 1.2m rack. I normally stack the 3rd disk and floppy on top, making a 5 foot rack. In my box of bits there maybe some MicroVax cpus as well. Theres also a few backplanes, so you can probably build a 2nd or 3rd machine. Reporting NZNOG activities at APRICOT

Hi, Apologies for non-operational content, but I was wondering if anyone from New Zealand would be going to APRICOT 2003 in Taipei (www.apricot2003.net) If you don't already know, APRICOT is the Asia Pacific's annual Internet Operations conference, tutorial and workshop event; it is also hosts APNIC's open policy meeting, as well as the meetings of many other AP internet related organisations. I'm co-chair of APOPS (www.apops.net) the AP region's operator mailing list (intended to work along the same lines as NANOG, AfNOG, and EOF). The APOPS meeting will be held as part of APRICOT on Wednesday 26th, and I think it would be great if someone from the New Zealand Internet community could give a short (max 15 minutes) presentation on local Internet activities. I'm not looking for anything fantastically detailed, just a general FYI style overview of what's going on. The first was a Vax 750 from the MED (We merged MED and WCC data centers - thats when the fiber got started), the second was a MicroVaxII (later a small cluster) and finally a MicroVax 3400. While I closed CityNet down, I didn't dispose of the gear, I was working in Economic Development by then and it wasn't my issue. OT: Surplus equipment available

Howdy all, I have some mature equipment available. 1x PDP 11/73 (also 11/23 and 11/03 processors) 4 MB RAM (i think - lots of other modules) 8 serial ports (DLV-11J - no modem controls) 2x 8 inch floppy RX-01 (128k I think) 3x RL01 Removable disk drives (5MB each) (lots of cartridges/packs) 1x DEQNA ethernet lotsa other modules, including a unibus tester and Q-bus stalk card (for scoping cards) I also have a Tape drive controller and a card reader, altho VUW currently have the card reader. It currently runs RT-11/TSX and I also have copies of RSX-11M V3.2 or V4. There is word processing (Lex-11) Fortran and Basic and probably others I've forgotten. An old DECUS database manager. And yes it has games like Space Invaders and Adventure (read "Soul of a New MAchine by Tracey Kidder") My kids grew up with it, so theres a classy menu system that asks quiz questions everytime you select something, especially the games. I think theres my old UUCP mail system on it as well as a DECUS one that doesn't network. Its all original DEC kit complete with service manuals and circuit diagrams and diagnostic progs. I used to work for a DEC OEM, so its been well looked after. In July of last year I posted to this list asking people to express their preferences between one of two different formats for an NZNOG gathering for this year. As I described them then, the options were: "1/ UniForum NZ Roger De Salis has volunteered to act as convenor for next year's UniForum NZ conference. In general terms, his intention is to stage a conference similar in structure to this year's, though with Linux content much more focussed toward a business audience, and in general a stronger programme. NZNOG would be welcome to participate on more or less the same basis as this year, though presumably making up a smaller proportion of a larger conference. This would probably be at around the same time of year and probably in Auckland. 2/ The University of Waikato The University of Waikato have offered to host a NZNOG gathering, to be held at their main campus in Hamilton. This would be a stand-alone event, with the university providing administrative staff time for registrations and the like. No decision has been made as to when this would be. If held outside university terms, e.g. in February, accommodation on campus would be available at a cost of approximately $35 per night. There would be a cost for the venue, but this would be well below the rate a hotel would charge. The Hamilton option is likely to have a significantly lower cost. It is possible that a university setting would discourage sponsors, who provided a good number of overseas speakers this year. On the other hand, the likely venue photographs well and we haven't asked them yet." I received exactly one clear statement of a preference. A subsequent posting by Tony McGregor confirmed that he was confident that a gathering at The University of Waikato could keep its registration fee very low, possibly as low as zero. I know that Roger De Salis has continued to work on content for a UniForum conference, and intends a Next-Generation Internet stream for that. I'd like now to hear back from people who would actually plan to attend one or other if it were offered a) whether they have a clear preference for one format or the other, and b) whether they're in a position to do any work towards making something happen. If you're making a general comment, by all means send it to the list, but please send statements of personal preference just to me. I'm sorry I haven't responded to any of the questions about the Waikato venue earlier; I'm on holiday at the moment. A lot of details would have to be confirmed but here's what I would expect of a Waikato venue. Location A lecture room of appropriate size. Projector, OHP, mike etc. All good quality gear. I'd expect we'd use 'S' block for those of you who know the campus. We'd use the foyer for breaks etc. Food There is no problem providing lunch morning and afternoon tea, constant coffee, even a fridge. There are vending machines nearby. This is a registration cost issue. How much do you want to bundle in there? I'd imagine we'd setup an optional conference dinner either at a nearby restaurant or at the restaurant and bar on campus. Network There is good connectivity to any room we'd be in. (6-8Mbps to off campus). Usage charges are a bit of an issue. I'd be billed about 10c/Mb. The 2-3Gb mentioned for the last conference is no problem, but we'd need sponsorship to do streaming video. We (the WAND group) are currently looking to buy some bandwidth so this issue may well be gone by the time the conference occurs. We didn't actually provide wireless to the last conference, but did come equipped to do so, just because we wanted it ourselves. We would certainly provide wireless in the conference room and foyer. That too is a no brainer. We have (for another conference) provided wireless to the on campus restaurant and bar and could probably do that again if they were used. Network access to accommodation depends. I believe some of the on-campus accommodation rooms have LAN ports. We could probably do wireless to others. It might be possible for us do an ad hoc wireless link to a nearby motel but that's not a given. Web vs Attendance Because we don't have a very high one off cost I don't think this is an issue. From memory (my notes are at work) the fixed costs were low enough that I could probably sponsor them. So the registration would mostly be covering per participant costs. It seems possible to me that we could have free registration for those not wanting food etc. Niceties Pens, paper, water, mints, power are a no brainer. A bag is quite doable if people really want it. It either needs to be sponsored or adds, say $25 to the registration fee. Transport Hamilton is only a 90 min drive from downtown Auckland (unless the Auckland traffic gets you.) You can also take a bus, train or even fly. People commute to Auckland from here. Surely, coming down here for a couple of days isn't really a big issue. What may be an issue for non-Aucklanders, is the fairly limited air services to here. Wellington is good, everything else is indirect. Accommodation The big issue here is timing. If you want to use the on campus accommodation the conference needs to be mid-Nov to mid-Feb. That means it's 10 months away. Other times we'd have to use off campus accommodation. The nearest is about a 20-25min walk so car pooling (or arranging a mini-bus) is a good idea. We'd probably select a conference hotel or motel and arrange most things around that. (E.G. have the dinner walking distance from the nominated hotel). There's a good range of accommodation of various prices nearby. Sponsors and Speakers Having other sponsors will be a big help in making the conference go off well and be more fun. It's been suggested that sponsors might be less keen to sponsor a meeting if it's at Waikato. I can't really see that. It's the community that attracts the sponsorship, not the location. We haven't found this to be a problem at other conferences at the University We have plenty of international contacts (we sponsored David Moore last year). I'm sure we could attract some of them to come here. Experience The university does run a fair number of conferences. I was on the organising committee for PAM2000 and am a co-chair for PAM2003. I've also done a bunch of other meetings and conferences. Why? You might we wondering why I'm keen to host it here. Firstly, I want the WAND group to be better known by the NZNOG community. > Our funders say we need to raise our profile within NZ. Chris, So far as I'm aware the income tax laws haven't changed in the past year, so UniForum membership is still likely to be a condition of the UniForum option. Hi Donald, I thoroughly enjoyed last years Uniforum and intend going to the next one, regardless of venue and, hopefully, cost. Although the raw talent from Kiwi speakers is high (as we found out last year), I would still look forward to attending some presentations by our international peers. On the other hand, the likely venue photographs well and we haven't asked them yet." I received exactly one clear statement of a preference. I know that Roger De Salis has continued to work on content for a UniForum conference, and intends a Next-Generation Internet stream for that. I have added several additional methods of tracking the bogon prefixes, and I'm also happy to add that two folks have volunteered to be part of the effort. No, it is not the reverse of newzealand.biz. Neither arbitrator ruled in favour of the New Zealand case. With newzealand.biz the reallocation occured by default (the respondent did not put up an argument). If you read the arbitrator's comments, it is clear that he did not support the NZ case at all. [ Apologies to those of you who have received this post in other fora. ] At the behest of several requestors, we have created a new, one-way list solely for the announcement of new IP prefix allocations to the sundry RIRs. The posts will include the allocated prefix, allocation date, the RIR(s) involved, and pointers to the documents we (Steve Gill, Barry Greene, and Rob Thomas) update when such allocations are made. These announcements will be made as we detect such allocations. The list is moderated by Steve Gill, Barry Greene, Jared Mauch, and Rob Thomas. It is open to anyone who wishes to subscribe.
