If Jetstart doesn't do that (ie charges national and international traffic at the same (high) rate), then yes, I agree, it's discouraging local use, and it's bad. International bandwidth is lots more expensive than national bandwidth (all that ocean all around) to the provider, so in a pass-the-costs-on model it should be more expensive to the consumer too. >Bandwidth has dropped in cost, but we download more, and faster, nowadays. I could easily get through "as much bandwidth as I can afford" way back then as I could now, if I tried. By no means is it perfect now. And yes, the charges in New Zealand are probably higher than charges overseas by pure exchange rates or whatever. I think the point is not to 'fill the pipes' but to explore the options that become available when bandwidth is not a restriction. Necessarily there is another condition: the bandwidth has to be essentially free. Empty pipes capably of handing bursty/intermittent/occasional traffic at very high transfer rates will allow for completely different long distance apps than we currently use. Think what Mr Gates has done to use up the abundant/free cpu cycles and RAM. Not always good/useful/desirable, but different from what we thought heavy use of computing was 30 years ago. Time was when a typewriter took no cpu cycles at all. The criteria that has been in place for new 2LDs is that they are for a distinct community of interest. So far only two communities of interest have applied in four years - bankers and the NZ Maori Internet Society (whoops actually there was an informal application from Cliff Pratt on behalf of all the Cliffs in NZ!). If other communities of interest apply there would be no barriers beyond the steps taken as part of the policy process which apply to all applications. However, we currently don't have a system in place that implements bandwith quotas on them. We need this so that we can limit down all the machines to 256k. Hi Folks Just a quick heads up - yesterday on Citylink we had the customer of an ISP perform a very effective DOS on that ISP when the customer put the IP number of the ISP's router on to the Citylink interface of their own router. Any ISP who has a Cisco router attached to a public L2 infrastructure (such as Citylink) really needs to read the Cisco advisory: http://www.cisco.com/warp/public/707/IOS-arp-overwrite-vuln-pub.shtml and take the appropiate precautions. The New Zealand Network Operators' Group The New Zealand Network Operators' Group (NZNOG) has no king, president or formal membership. At present it consists of the subscribers to this mailing list, which anyone is free to join. This list has around 320 subscribers, with the number rising by a few each month. You may only post to the list from an address subscribed to one of the lists described below. (Non-member postings and spam continue to be bounced in roughly equal volumes.) The NZNOG mailing list is provided through a server at The University of Waikato, and is administered by an employee of Telecom NZ Ltd. Neither of these organisations, nor the administrator, is responsible for its content. NZNOG Mailing List Acceptable Use Policy The NZNOG mailing list exists to provide a forum for the exchange of technical information and the discussion of implementation issues that require cooperation among New Zealand network service providers. In order to continue to provide a useful forum for discussion of relevant technical issues, users of the list are asked to respect the following guidelines. 1. Discussion will focus on Internet operational and technical issues. 2. Discussion related to meetings of network service providers is appropriate. 3. Discussion unrelated to these topics is not appropriate. 4. Postings to multiple mailing lists are discouraged. 5. I was not going to say anything, but this list is getting a little out of control, When posting to the list can we please, to try and keep the number of posts down, limit comments to things that are relevant to all the people on the list ? I get a huge amount of e-mail each day and simply don't need the additional comments such as this, even the comments about the conference and organisation of such conferences, while interesting, started to add so much to the noise ratio of this list that I considered unsubscribing for a month or so till it all settled down. If these subjects need to be discussed at length then it would be relatively easy to create a new temporary list to keep the non-relevant posting, or the posts that many people subscribed to this list are not interested in - off this list. NZNOG 2002 Dates and Location

NZNOG People, UniForum NZ have announced to their members that their conference this year will run 11-14 July at a hotel near Auckland Airport. (This is the last few days of the school holidays.) The small amount of directly relevant feedback I have received suggests a preference for an event in Auckland, with some people keen to be part of a UniForum conference. Unless I hear objections from people who would otherwise attend, I intend to try to arrange for NZNOG involvement in that conference. A condition of this would be that people are able to register only for days on which NZNOG appears (though other things may well be going on at the same time). These are tentatively Thursday 11th and Friday 12th. We're not yet at the stage where registration costs can be set, but discussion on this list seems to suggest that $100/day is acceptable for those not presenting. If there are objections to this, I'd like to hear now. If not, I intend to get back this week to the people who have offered to help with a view to confirming their interest given these specific dates. It is not my intention that any detailed organisational work be done using this list, but progress announcements can be expected from time to time. NZNOG Conference 2002: Further Feedback

NZNOG People, OK, I asked for further feedback and now I've got some. Quite a lot actually. With a certain amount of interpretation on my part (e.g. all cases of "I'll bring along some other people" interpreted as "I'll bring along one other person"), I believe that we have something like this: Potential attendees volunteering: 21 Potential attendees volunteered by others: 7 Offers to provide or be speaker(s): 7 Offer to help organise speakers: 1 Offers to help organise: 5 Offers of venue: 4 Offer of sponsorship (i.e. money): 1 Offer of exhibition network equipment: 1 There have been relatively few statements of preference as to location: Auckland: 3 Wellington: 3 With UniForum NZ: 2 Hawke's Bay: 1 Outside Auckland and Wellington: 1 Interpreting the comments of two University of Waikato staff as votes for Hamilton would not clarify that picture any. I'm impressed. All of that in three days. We do appear to have enough interest to justify proceeding to planning a specific event. In doing that we face a number of inter-related decisions. 1/ Do we wish to restrict this to one day, or are we looking for a residential conference? I think this is the most important of the decisions. It has implications for cost, obviously, but also for where we do this and what sort of organisational structure is needed. A residential conference should probably be outside (though within reach of) Auckland or Wellington to keep costs down and to reduce the temptation to go back to work. Conversely, that can be expected to make it harder for some people to attend. I'm assuming that we do want a national event rather than local meetings over drinks, but if that's not the case, now's the time to say so. I'm also assuming that multicasting is an add-on to a physical event, not a substitute for one. 2/ Are we happy to have a vendor provide a venue? There has been at least one quite feasible, as well as generous, offer from a vendor. Whether this is even an issue depends on the answer to the previous question. 3/ How often are we planning to do this? Should we be thinking big on the basis that this is a once-a-year thing, or are we trying to keep the scale down so that it will be repeatable more often? This is closely related to cost, in money and time to organise. See also question 1. 4/ How much emphasis do we want to place on construction of a laboratory/exhibition network as opposed to paper sessions? More hands-on fiddling means the option of having attendees have stuff explained to them as they do it, but requires a longer event. My Opinion: "The opinions expressed in this programme are bloody good ones." - F. Dagg I wish us to be very conservative in what we expect from the team of people we put together to organise this. I believe that if we choose a residential event we should piggyback it into UniForum NZ's event and seek to have them do a fair amount of the work for us. Conversely, if we choose a one-day event we should seek to cooperate with a host organisation - whether an education institution or a company - while ensuring that a NZNOG committee (yes, sorry, it has come to that) retains control over the programme. In either case a certain amount of exposure for vendors is to be expected. As to frequency, I'm inclined to go for as large an event as we think we can manage, and worry about the next one after we've learned about running one. Others may think differently. I believe that the composition of the committee/team/chain gang will vary depending on exactly what we're trying to achieve. So I'd like to see some discussion of these questions, and others that seem relevant _to potential attendees_ before we try to work out who's going to be asked to take the next steps. Conference

Hi all, I would like to confirm my interest in the conference. However I am somewhat sick and tired of the large amount of E-Mail this has generated in my inbox. (30+ messages per day). I would anticipate attending the conference to learn more about something, however I would prefer that the minority who wish to have a protracted debate on what this "something" is could do so in private, and then when they have made their mind up- then send the ideas to the list. Any comments? Based on what I have seen, I would like to learm more about the cable network setup/s. (As covered in recent posts). Beyond that, I am happy with whatever else. Hence, I only need one email to express my interest. InternetNZ (or more specifically its Vice-President Rick Shera) noticed a few days ago the possible ramifications of the law where ISPs can be caught in the middle between telcos and customers. Rick has put in a submission to the select cmte. ISPs and others could ask the Cmte Clerk if they can put in a late submission (they were due in by 15th). The Clerk is Marie Alexander, e-mail: SC-Commerce(a)parliament.govt.nz and phone: 64 4 471 9532. InternetNZ will make an oral submission on the bill also. Possibly an interested ISP could ask to be part of the delegation (adds credibility to have actual ISP there). Any examples etc of how this will unfairly penalise ISPs for things not under their control could forward such material onto Rick or Sue Leader. I'm not hearing any clear enthusiasm for that. 2/ Seek to have a stand-alone event organised by somebody else. The University of Waikato have made a credible offer to do this. They have experience of event organisation and have a venue which is likely to be suitable. We could accept that offer, or 3/ it may be possible to persuade one of the companies which have offered to assist with organisation to take on a primary role in that work. My impression is that NANOG rotate organisational work among a variety of corporate "hosts" as their gatherings move to different North American centres. 4/ Run an event within a larger event. In practice for this year this would mean the UniForum NZ conference. This is scheduled (with a final choice of hotel pending) to take place in Auckland in early to mid July. The main conference seems likely to run Thursday - Sunday. There would be an option for people to register only for the Thursday and Friday. In any case, we would be aiming to keep under the sort of cost figure Roger De Salis has mentioned. I believe we could now proceed by accepting one of options 1, 2 or 4 and at the same time appoint a group of people to liaise with others involved and to coordinate a programme.
