I believe TVNZ are more "comfortable" with rebroadcasting of their channels, provided they stay within NZ. TV3 is not. Certainly that shows in the way TV1/2 are in the clear over Optus B1, but TV3 is not (it's encrypted with Sky's implementation of NDS VideoGuard). I can get TV1/2 just fine with my budget DVB-S card (no CI, no onboard MPEG-2 decoder), and I don't need a set-top box at all.
