If someone is/works at a registrar (I personally at this time don��t have access to this information) ��(or even the DNC would be easier) should be able to get a list of all new domains registered (the same way as I expect some companies know when domains are going to expire/have expired).

if someone can use this information (within the T&C of the DNC) for fraud detection for NZ Public Good I do not know.
