Well, since TCL operates DNS servers their clients can use, set your DNS server(s) to use theirs as forwarders, and they will then foot the bill on the international component of reaching the F-ROOT. As people's PCs don't query it directly, it's unlikely to do anything much but increase query latency by 150ms or so for domains that aren't cached by their recursive nameservers. If I remember correctly Telstra Clear helped make it happen and sponsored something (Maybe bandwidth or rack space?), what will happen here. Seeing as Telstra will be dropping links to APE, I'm guessing all their customers will be routing internationally for their F-root?
