FWIW in hindsight I believe there would have been merit in posting something on say nznog asking for feedback. Perhaps one of the things we can look at is"recognising" nznog as something which should form part of a consultation process on relevant issues. Of course nznog may not want this and might prefer say isocnz-l or isocnz-announce is used for all consultations on these sort of issues.
My memory of what was decided at the meeting was that the council thought that blocking open access was reasonable, AND that the next step was to seek the opinions of nznog (as Roger has already said). This thread somewhat overtook that second part but is serving the purpose.
I agree that all Council decided was to block open access and it would work out what other access should be allowed. The problem seems to have come about that the issue sprung up on the registry discuss list prior to formal consultation had begun. Anyway the important thing is that people now have their opportunity to say what sort of policy they would like.
PS. Who's the technical committee member not subscribed to nznog?
Actually I think all of you are on now. DPF --------- To unsubscribe from nznog, send email to majordomo(a)list.waikato.ac.nz where the body of your message reads: unsubscribe nznog
