Very true, and the reason I'm far less interested in deeper background checks on the officers and more in favour of processes that reduce the vulnerability to the suborning of a single or even two officers. I don't, for instance, want us to suggest that the officers need to be cleared to <the opposite of bottom> s*cret (I'm assuming that this list goes to some people who work for agencies where the mere appearance of that plain text will cause them problems).
