The issue is, Telecom has connections to both WIX and APE but they ( apart from Xtra ) won't turn them on, well at least to us anyway. We refuse to pay Telecom for a pvc to them anymore when there are not one, but two mutually acceptable peering points that we are connected to. Everyone else but "Netgate" is very efficiently peered on either or both APE and WIX.
