Only seems to be getting worse and ever since they put junipers in their core, I'd say no one knows how to configure them properly. 1. Get a few people to install monitoring ( Remote sites checking several of their customers) so you know for sure when it is happening ( websitepulse.com is a good start ) 2. If the monitoring shows up these problems then start getting the people who pay the bills at your company to talk to Orcon about paying a smaller bill every time it happens. 3. Start looking at options for different providers 4. Consider moving to a colo where you can easily switch providers. Seriously, we've had people complaining about Orcon continuously for months here, if it's bad enough then there must be a few other companies willing to take your money.
