Folks: You may recall the APEC TEL study on Internet costs that I have raised on a small number of occasions. This is now known as ICAIS (for: International Charging Arrangements for Internet Services) and is proceeding. The group conducting the study are to issue a survey and we need 5 people from major ISPs in NZ to volunteer to assist by completing a pilot study in fairly short order (before mid September). There will be more responses sought at a later date. I have appended a copy of the original message below. I would appreciate anyone prepared to assist to contact me directly and I will pass the contact details on. I guess we need (if possible) someone from Telecom/Xtra; Clear; IHUG; Voyager and at least one more. Here is the original message sent to our APEC TEL delegate or 'point of contact' (POC), Mark Holman: <quote> From: Vernon VASU(a)TAS.GOV.SG on 17/08/99 08:37 AM Hi Mark, Have to bother you for 2 things - 1. ICAIS - its coming along and we are in the survey phase. The questionnaire will come out shortly. Its pretty hefty and we would need some responses in time for TEL20, where a prelim report will be given - so we are looking for a 2 stage approach towards gathering data. The 1st stage is to get about 5 responses from each economy in time for TEL20 and then more later. Because the questionnaire is quite large, we don't want to spring it on anyone unannounced, and on top of that, they might have questions as well. So the plan that Richard Thwaites, the consultants and I came up with is to request that POCs obtain the contact details of persons in a position to respond in 5 of the biggest ISPs in their economy and pass them to the consultants through me. When the quesionnaire goes out, the POC would then send it to the 5 people. ccing the consultants, who will follow-up with them. Does this sound ok with you? Sorry to spring this on you so soon after you have got back. <end quote> <second point deleted> Your attention is appreciated!
