I thought the issue was improvements in the Registry interface? Our goal is to improve service to name holders on a fair and equal basis. As the RFC 1591 Country mnager, we have a duty to serve the community in an equitable way. We don't specifically target Internet providers as the key beneficiaries, nor do we target them as victims.
