In an electronic environment, we do need to be sure that we can communicate when necessary, hence the need for a working email address. Many Registrars put an existing valid address in the holder_email, which can be changed later if required. Others put an MX record into their name server.
We are happy to consider relaxing the checking if this is seen as a widespread requirement. One way to do this might be to waive checking the holder_email if it is within the domain being registered - on new registrations only.
Checking that the domain has an MX record setup on the registra's name servers should be sufficient to ensure that email sent to it is likely to go somewhere (even if it's just the mail server's postmaster box). I certinaly think it's important to be able to specify an address @ the domain being registered.
