I'm able to load it fine (xtra), but I have heard of a few of these cases.
How long have you had your cable access and have you noticed this problem
with other sites? Cable customers have a perm IP, so if you were caught with
an open proxy or wingate, some sites use a central RBL system. I dont think
they would deny access to the whole 203.96.144.0/24 if they were blocking
for spam, it would most likely be your IP.

When I try to access the web site for the "Indepednent" in the UK, I get:
Access Denied You don't have permission to access "http://news.independent.co.uk/uk/environment/story.jsp?" on this server.
I'm thinking they have started blocking IPs they may consider possible sources of SPAM....
Has anyone else seen this? Can everyone else access this site from their networks?
