I'm not disagreeing with that, what I'm saying is that "Internet grade", which was used not so long ago as a euphemism for "no SLA" isn't appropriate any more. People expect that the Internet is as reliable as their phone line. And that reliability is pretty high.
We have just moved our "Global" business to internet grade circuits, 8000 pax, 155 branch sites, 35 countries. The best we have is an SLA for the last mile. The response from the business when something happens and the ETR is "we don't know" and "our support is best effort", is lets just say "interesting" Cheers, Bill
