So yes - SPAM is bad. But I don't think that JUST open relays are the answer now I'm seeing more and more of my spam coming from direct mailhosts.
I think it's just a case of making sure that providers have good AUP's and that they enforce them.
I think you're fighting a losing battle in many ways here. I'm old enough to remember spam free television. It worked because the money was supplied from the "public purse" via taxation or license fees and then the marketeers realised that there was a buck to made with adverts. Now I have to watch TV with remote in hand so that I can at least mute out the adverts. I'm also old enough to remember when the Internet was funded from the "public purse" and that meant that naughty people could be given the flick easily if they misbehaved. But now the Internet is largely constructed by and for the benefit of "Network Markitects" (with the compliance of engineers who need to eat and play with cool toys). These Markitects are cloned from the same genetic material as the direct mailhost spammers and believe that SPAM stands for "Specially Prepared Advertising Material". They generally see no reason for getting upset with spammers and why would they cut off the revenue stream from the traffic generated - get real! The model for advertising on the Internet was touted as 'ads on web pages' with click through etc. It's not exactly been a raging success - I'd hypothesise that these spammers you're upset about are the Satchi and Satchi of tomorrow. It's not going away and you have to learn to ignore it just like you have to ignore the ads on TV. And now that I have your attention...
