I'm not sure what NAND stands for, but there was a trial about 10 or 15 years ago by either Telecom or Bellsouth (I forget which), putting "local" numbers on to mobile handsets. I think we can surmise by the lack of service offering now that they didn't go ahead with it. I have a Skype account with a couple of landline numbers in various places around the world, and I forward them to my mobile if I don't answer on my computer.
