Whilst it's certainly possible that it is, it should NOT be.

Include records are only supposed to be checked for a positive match.�� Any "~all" or "-all" entries from an included entry should be ignored.�� Presuming the entries posted previously were correct, there is no case where this should be returning a "Fail".
