f) charge for it, possibly in conjunction with d) above. Seriously, if Peter M (or some other party) has a great commercial idea that needs zone transfers of .nz, then charge like mad for the privilege. That should keep the spammers out. Better still, create a few "zone transfer licenses". amd stick them on eBay. Then you'll find exactly how valuable these things are...
