From memory (as the soul that set up the original Citylink Debian mirror), both Debian and Ubuntu are pretty insistent that if you want to run an official country mirror and get access to their push master servers (so that they control when you do mirroring, normally several times a day), then you have to be using their official multi stage scripts. They weren't the easiest things in the world to get going, but that was back when the world was flat, they may actually have docs now.

From memory the Citylink server is an apt-cache proxy type server so the disk space requirement is small
