Andy, You've missed the business opportunity here. If every household pools their 0.7 address each, then Australia and New Zealand will become the only place in the world to be able to HOST ipv4 content. No longer will we be held ransom to paying overseas transit to see 80% of our content, we'll be able to bill the rest of the world to host their content. We'll be rich. That'll be fine until you need to talk to someone outside AU and NZ who hasn't had the luxury and only has IPv6 addresses.
As long as shuffling things around isn't a euphemism for carrier grade NAT!
Clearly those people who are wasting space should be got off the net.
