Not quite sure what you mean by "arbitrated" in that context there, Arron -- do you mean a unilateral model whereby everybody peers once with the route server, and the policy is applied centrally?
On the issue of running the database though, this data may well reach beyond the realm of WIX and APE and their customers, for instance NetGate could use it to Clear directly etc. Wouldn't it be nice if we could trust that ISOCNZ and DomaiNZ could provide a useful cost-effective and more regionally acurate alternative to Merit !!!
I really don't see a problem with using the Merit DB. US$200 per year is about four hours worth of professional systems admin/programmer time in keeping a RPSL database fed and watered. Sounds pretty cheap to me, and Merit have done a good job up to now.
