It certainly does. _And_ he had the audacity to suggest Matt _wasn't_ God. Quite frankly If I read it right he's basically saying "All NZ ISP's should change over to this alternate DNS system because we have some domains registered under it". Quite frankly I don't see why we should all go to the hassle and work when it's only going to benefit one person and inconvenience many. "The good of the many..."
