The quote "Working as intended" in this instance means that the .nz whois service is available for legitimate public access enquiries. As noted in an earlier post and again by Tim, when the whois service is underload , requests may be restricted or dropped and under extreme situations the service may be closed down (this would be outside of working as intended).
Is there a document which describes what is meant by underload? It would be useful for those in the NZNOG community to understand the parameters of this service so they can set their expectations. It doesn't make sense that service is restricted when it is underload rather than overloaded?
I assume they (NZRS) have put in some restrictions to the use of whois to stop the unsavoury types from mining the whois for information. This unfortunately has the effect of stopping or hampering the legit use of whois, especially for those who are not registrars. I know I have in the past found it very useful to do whois on a list of domains. It would be tedious if I did this via web interface or is restricted from basic command line interface. I do recognise that if I can do it when others can harvest it for not legit reasons. However there has to be a way where legit users are not penalised for actions of non legit users. regards lin
