So as a customer of an Internet service you get 2.5Mbs CIR, less whatever this L2 tagging filches from you as it has the first bite of the cherry? Committed in the first instance to the RSP/LFC, not you the customer.
I don't think the overhead due to VLAN tagging would be significant. The header:payload would be would be large for VoIP, but then for residential services I wouldn't expect much VoIP traffic anyway. For streaming video I would expect that full MTU packets would be used and so the VLAN tag overhead would be small. Jonathon.
