ATM  (STM1/OC3) is 155M Access and then you 
buy PVC's (Virtual Circuits) over it.
The hardware is not cheap to terminate it, but 
telecom offer other services to terminate pipes over 2M 
 
Also depending on what you are going to use the ATM 
for (its its only for a point-to-point connetion only
maybe other carriers (United Networks/Tangent/Wired 
Counties etc )could do a much faster/cost effective 
connection)
