I was recently approached by a relative regarding an IPv4 /24 block, as he received an email from APNIC stating that a membership account would need to be opened, and the block validly claimed by 1 Jan 2023, or they would be placed into reserved status. They were assigned around 1992 and haven't been used for anything since at least the early 2000s. As they predate APNIC, they're deemed "historical resources". He has no need for a block this size and is hence looking to sell it.

I've not dealt with such things before so am looking for some advice as how I would go about doing so. It seems like using an IP broker might be a way forward (though I couldn���t find any based in NZ, I assume any would do, especially with inter-RIR transfers possible). Another way might be to contact ISPs directly? Either way, I���m assuming (and correct me if I���m wrong here) he���d have to open a membership account and properly claim the IPs before any sale would be possible. This looks like it would cost around 1700 NZD so I���m trying to get an idea of the process before committing to that.
