Telecom could get around that problem easily. You just treat any packet with the SYN flag specially (i.e. exempt it from delay). In the bad old days (pre Southern Cross) when bandwidth was even more exorbitant than it is now we had Clear carry the bulk of our traffic via satellite (with high latency), but the hand shake went via terrestrial links along with other latency sensitive traffic such as Telnet.
