It depends on if you are running WEP or not.
With the lucent cards I have never seen faster than 6M (4M with wep)

The lacency has alot to do with the Distance between points and especially how much cable/type of cable you have to the Antenna. With 1-4Km distances you can get around 2-4ms between points easily. If you are getting 20ms there is something wrong :-) Speed.. Maybe 5M at most.
