HD has recently started a new wholesale arm with a pricing plan that suits web hosts and uploaders

Given that a lot of this is sold to residential ISPs with download favorable profiles, do any of them resell transit at a lower cost with a high up to down ratio (ie 1 gigabit up, 10 down or something similar)?��
