Normal procedure for reporting connectivity problems is to talk to your ISP. What do Netlink say? In general, reporting problems to a company who are not your direct supplier is a waste of time. If you have no support arrangement with CLEAR and NetGate for internet transit (and you don't) you shouldn't be surprised that you don't have a number to call.
I haven't been able to connect from here to parnassus.pmail.gen.nz (192.156.225.2) for about a week, but I can get to it from the States (risc.ua.edu). They connect to CLIX via Pacific Networks (pacific.co.nz). All my traceroutes from parnassus.pmail.gen.nz to here die somewhere inside CLIX (203.167.244.161). Traceroutes from here go via Netlink to Telstra (Auckland, Sydney), NetGate, then die inside a netblock that InterNIC believe belongs to the Wellington School of Medicine. If anyone would like to see the outputs, just give me a yell. I'll be watching tonight :-)
This is also a singularly bad night to expect anybody to make any changes to fix a problem you've been seeing for a week :) For what it's worth, I am able to reach both parnassus.pmail.gen.nz and rata.vuw.ac.nz from a machine connected to CLIX. You need to talk to your ISP.
FWIW, pmail.gen.nz changed their upstream about a week ago.
