I have no arguments with this. However, we do seem to be arguing about something that is rather unlikely to be needed anyway - all inter-provider routing fiascos to date have been sorted out quite nicely without anybody needing to call the Net Police, and I don't really see that policy entries in whichever rr is used really present anything new in that regard.
