This is wet bus ticket stuff, basically nothing is being done about those people which is why they are doing it for the third time now.
The issue has been covered extensively in the media here and Australia as well, and the company and individual running it are currently being taken to court by the ACCC and AuDA across the ditch. If I understand it right, NZ's relatively open economy means you don't need anything in particular to trade here. No licence/permit, or physical presence even, thanks to the Internet and cheap phone and mail redirection services. Why anyone would want to deal with such an entity is beyond me, however. -- Juha
