I think the main reasoning behind that is because of separation within Telecom. The retail team are separate from the wholesale team, who are really the only ones who have information regarding both providers. The two separate parties just interface with them, who effectively proxy the information. I may be wrong but I don't believe wholesale are end-customer facing at all.

Which, if it's the one I'm a thinking about, they are not...
Also the TDR requires you first try to solve the problem with your telco, wait some time to have it resolved and then proceed through their process...
