MmmMMMmmMm! Are you asking for free off-peak transit? I will check with the commerical people :) :) You're more than welcome to update your mirror from ftp.clear.net.nz before you update it from the US -- that should cut down your bills (to zero, assuming we're both mirroring a similar amount of stuff). Our mirror updates more-or-less all day on a rolling basis, but its international traffic is de-prioritised which means it updates more quickly at night than it does during the day.
The Citylink server has always been only a few strokes of the cost cutters pen from oblivion - we'd happily fess up with the disk space for a full Debian mirror if we didn't have to pay some fairly hefty traffic bills. You could limit access by time and source/dest IP to avoid abuse.
I think the concept of you buying disk for us is interesting :) If you're serious, I can get a quote for some NetApp disk for you, which you can keep telehoused for $0/month in one of our filers.
