Open up an 827 ADSL router, and you'll see what appears to be a pretty bog-standard Alcatel chip set, as used in the considerably cheaper Nokia routers.
It shouldn't surprise anyone though -- I mean, look at how much 8MB of Cisco DRAM goes for.
My understanding of the Alcatel chip was it was needed just to talk to Telecoms DSL equipment. You will probably find that majority of DSL modems have this chipset.
