Wellington to Texas is about 12,000 km, or about 24,000 km round trip.

Light moves at about 3x10^8 metres/second through a vacuum cleaner (or is that just a vacuum?), or about 2/3rd's that speed through a piece of fiber optic cable.

24000 x 1000 / (3x10^8 x 2/3) = 0.12

So it takes about 120 milliseconds to get from Texas to Wellington and back - presuming a perfectly straight path.

If you're seeing 41ms, then there's really only three possibilities :
* Someone moved Wellington closer to the US
* Someone moved Texas closer to NZ
* Your testing is flawed.
