I think what Roger's referring to is the ancient pay-a-fortune-per-byte ideology, which is now colloquially known as the "Jetstream Charging Model", or JCM. JCM was devised as a method of limiting broadband service uptake amongst businesses and consumers, and to encourage the darkening of fibre in and out of New Zealand.
