If you have a POTS line, with a medical monitor attached, then losing residential POTS is more than a PITA.
That was then, the Internet is now. We are moving towards, or already at, a point where the Internet is ubiquitous and always available. At least, that is both general experience and also the general expectation.
But it *IS* just as simple as YGWYPF Quoting special cases is not really relevant, and I'm sure there are rules in place for potentially life threatening scenarios like that. Phone lines, just like the internet are not a right, they are a paid for service. If I want to pay extra for a better one, why shouldn't I be able to? If it's your take that a basic level of internet access is your right, then don't live in Mackenzie Country!
