Basicly you shouldn't listen to any server unless it's publicly listed, which means for your home machine (or small business) you should use one of the public stratum 2 servers that are listed at the URL I gave.
I think you mean "it's rude to listen to a server unless the server operator says its ok". The server operator said it was ok. There is no official list of time servers.
