Part of the issue here is that while Telecom does offer free peering, operators have to pay to get to Telecom's network to do so, and there are charges associated with having routers in the exchange, etc. It's only free for a given value thereof. I suspect I speak for much of the industry when I say it would be pragmatic of Telecom to peer at established exchanges (even if only advertising routes for that region), which would make access by operators very much easier, as all major networks already peer at these exchanges, and often have equipment in the relevant buildings for private interconnection as well. Also, correct me if I'm wrong here Greg, but I think to peer with Telecom you have to do business with Telecom Wholesale, and that this requires a certain business volume; i.e., it would not be possible to buy peering only. This will shut a large number of small networks out of opportunities to peer with Telecom.
