revised draft for NZGATE addresses

I have made some fairly rough and ready changes to my initial draft (now over a month old) based on feedback received through this list. This is still just "one possible solution". No flames please. I have not been able to spend as much time as I would like polishing this and thinking about the issues, since I've been working on this at nice -20 with frequent context switching :) Consider this very drafty but a possible starting point for the meeting tomorrow in Auckland.
