AFAIK the physical infrastructure for this has been in place for quite some time. According to propaganda I read in the Wellington Airport, Telecom provided Peter Jackson with a 1gbps link from Wellington to LA.
Further, according to a Mr. Tone Borren of NGI-NZ, a largely unutilized (Telecom controlled) 622mbps link exists between NZ & Aussie and will in short order be used to piggy-back NGI-NZ on to AARNET:
