Perhaps it's because people have acquired the habit of not using their ISPs for e-mail, and are instead using gmail/hotmail/yahoo/ whatever. I struggle to think of any of my non-technical friends or relatives that use IMAP or POP for mail with their ISP's servers, for example. Most of them seem to use Yahoo! through a browser. (Come to think of it, none of my technical friends use their ISP's mail servers either. They either run their own, or they use mine :-) In that context, an inability to exchange packets with the rest of the world is a far more serious problem than even a long-standing problem with an ISP's mail platform.
