Given how popular ftp.citylink.co.nz probably is, and how much traffic that likely involves, I doubt that (after paying for all the mirroring costs, admin time, etc) Citylink's generosity can extend to paying for "domestic transit" links to all the people who might want to use it.
Offering it free on WIX to anyone that can reach it seems like the next best thing to me. The "the content is here, come and get it" incentive is just an added bonus over the link cost savings.
To clarify, I don't blame Citylink for what they're doing. It's good financial management, since the alternative would probably be turning the box off completely. Choosing between cripped and non-existent, crippled is absolutely the better choice. I'm just pissed off that the big Ts have brought it to this at all. Had Telstra kept their Aussie practices over there, Telecom would probably have continued to play the game since they would've been the odd ones out. But when you have over half the country's consumer base tied up in two companies and they both want to stop peering, things get ugly.
