You're very welcome to ping L.ROOT-SERVERS.NET at any time, although ideally (but not really, yet) that's always local :-)
at what speed? i left mtr running to l.root-servers.net from los angeles and auckland, both of which had pings of < 1 msec, and los angeles had 0 packets lost, and auckland had 2 packets lost. anyway, i think in general it's better to ping non any cast addresses, and a quick check suggested that there are at least nodes in scotland, los angeles, and auckland, but i don't know if you'd be keen to expose the non any cast ip addresses of these locations, and if that'd be ok to ping.
