In a physical sense yes they are being paid for out of reserves rather than borrowing money from a bank. During the first 18 months of the new registry it is forecast that no dividends will be paid to INZ (which will run off reserves) until the registry is in a position where it has covered the depreciation on the SRS.
I'd still like to know why I can register a domain name in .com and .net etc for a fraction of the cost of doing it in New Zealand.
The registry fee for .com with 30 million names is US$6 which is NZ$12.80. The registry fee for .nz with 115,000 names has been set at NZ24. It is a matter of record that I voted for a slightly lower fee ($21.36 or $1.78/mth) but the majority of my colleagues felt costs and revenue for the SRS were too uncertain so went for a slightly higher figure with a hopeful downwards revision once costs are known.
