Thanks for reply, Lenz. What we need is vmware virtual machines running windows server 2003 in NZ. Our software will be running in the VM and accessible via a Web management console. Initially 2GB RAM, 20GB disk space and 1/2 CPU (xeon) will suffice. Monthly billing with unlimited national traffic is the way we like.

can you be more specific? what do you mean with "virtual server for testing"
OS? location? (US, europe or NZ) billing periode? (hourly or monthly) API driven (do you automate your tests down to creating the test instances?)
there are way too many flavors of vserver - it might be that a macbook with parallels or virtualbox is enough but may also be that you want 100 EC2 instances or 50 slicehost slices or anything in between ...
