Transport between LFC regions is not among the services an LFC provides. As to whether "current infrastructure" will let you pass 40Gbps to anyone, that will turn out to be a question of where you (and the anyone in question) are. Pieces of fibre capable of carrying 40Gbps (or indeed 100Gbps) or various entertaining aggregations have long been available to those willing to spend money on interfaces. And chassis that will drive interfaces. For reasons including but not limited to latency, I'd expect to see a certain amount of content being hosted close to LFC CO^H^HPOI's.
