HD has recently started a new wholesale arm with a pricing plan that suits web hosts and uploaders
I cannot remember what the subsidiary is called but if you contact the ceo you should be able to get somewhere.

From what I understand, most bandwidth purchased from the Southern Cross access cables is purchased in symmetrical quantities. ie 1gbps in both ways.
Given that a lot of this is sold to residential ISPs with download favorable profiles, do any of them resell transit at a lower cost with a high up to down ratio (ie 1 gigabit up, 10 down or something similar)?
