I guess considering they are on opposite sides of the Atlantic and that much of the communications between the US and Europe goes via this route this makes sense. Perhaps a more interesting comparison is closer to home -- little ol' Wellington has more choice than Auckland, despite having a third of the population, at least in terms of domestic IP connectivity. Because per capita, more investment has been made in local loop. I suspect that Wellington is much more densely populated than Auckland meaning the cost of a local-loop deployment more attractive for potential returns.
